The voters in the Honeoye Falls-Lima Central School District will be making the final decision on a potential $40,294,070 capital project, the third phase of a multi-year plan that the district began several years ago.
Voters will head to the polls to vote on the proposed project on Tuesday, December 13 from 9 a.m.-9 p.m. at the Board of Education room in the high school building.
Of the $40 million-plus project, the vast majority of that money is earmarked for the high school ($23,348,265 worth). The proposal contains renovations for the B-wing science classrooms, renovations to the B-wing second and third floor classrooms and hallways, improvements to the B-wing gym, including wall pads, scoreboards, basketball backboards, the gym divider, its ceiling and floor, renovations to the high school auditorium (sound, stage and house lighting, seating and finishes to the stage floor and steps as well as pit infill), renovations to the high school kitchen as well as the district’s business office and human resources office, improvements to the pool (including its deck, gutters, filtration and drain covers, diving board and starting blocks), boys and girls locker room renovations by the A-wing gym, renovations to the second floor wrestling room/auxiliary gym located above some of the locker rooms and A-wing physical education offices as well as elevator access to that second floor area, roof reconstruction over the B-wing (the original part of the high school) and the A-wing gym and second floor classrooms and library, window replacement in the original high school building, some interior/exterior door replacement, masonry restoration, pool and fitness center HVAC improvements and piping and drinking fountain replacement, public address notification system and renovations to some bathrooms.
The next highest total will be spent at the Middle School ($7,592,888). Those repairs feature improvements to the bleachers, wall pads, divider, sound and projection systems and floor refinishing at the school’s gym, renovations to science classroom 511, replacement of the boiler plant, generator and fire pump, replacement of classroom unit ventilator, improvements to some bathrooms which includes sanitary piping replacement, the school’s public address notification system, paving of the north and south parking lots, and some sidewalk and exterior lighting replacement.
Lima Primary is slated to receive $5,817,390 in the proposal. That features renovations to the school’s kitchen/cafeteria area and faculty room, renovations to some classrooms, roof reconstruction over the kindergarten wing, window replacement in the 1930s portion of the school, some exterior door replacement, HVAC controls upgrades and domestic water boiler replacement, the public address notification system, new playground equipment and paving of the East parking lot.
Manor School would receive $2,723,397 in the project. That money would be funding renovations to the fitness/physical education office and storage renovations, roof access ladder and hatch, HVAC improvements at the Data Closet, fire alarm panel and heating mains, drinking fountain fixtures and piping replacement, public address notification system and paving improvements on the entry drive and near the play area and sidewalks.
The remainder of the project ($812,130) will go to replacement of the deteriorating track, fuel tank replacement at the Operations Center and improving the pathways that connect the High School to the Manor School to the Middle School on the Honeoye Falls campus.
The estimated tax impact would increase the taxes on a home assessed at $150,000 by $8.40 for one with a BASIC STAR exemption and by $5.50 for one with an ENHANCED STAR exemption; on a home assessed at $200,000 by $11.90 for one with BASIC STAR and by $9 for one with ENHANCED STAR and on a home assessed at $250,000 by $15.40 for one with BASIC STAR and by $12.50 for one with ENHANCED STAR. Those increases would begin with the 2024-2025 school year, last for three consecutive years and level off thereafter.
The timeline for the project would include the design phase and submittal to the State Education Department in 2023, the awarding of bids and start of construction in 2024, continuing construction in 2025 and the end of construction in 2026.
